What is the deal with this?

If you look on the sticker it looks just like the regular capcom roms you find on a CPS1 or CPS2 board. But I believe that number is in the naomi bios format... I didn't realize capcom made their own naomi bioses. I wonder what they needed to do that for.

Arcade shock still has one or two of the full Naomi kits with the Capcom I/O & games, prob just one from that.
