Please confirm me If I play NAOMI GD ROM with capcom io board I need to play wuth 3.3 power supply or not

Depends on how strong you +5v line is, but tbh your better off with a separate PSU.

If a Sun PSU is used, can't you crank it up to 5.1 without any problems? Also, how would you wire that up?

If you have a Sun PSU, then you don't have to worry about not having enough power. In this case, use the Sun psu to power the Naomi and have the Jamma harness power the I/O. Just remember not to connect both the Sun and Capcom power connectors to the Naomi at the same time.
