question about Net City Control panel

I was told that the Net City Control Panel card reader is the only card reader that you can use for Virtua Fighter 4 Final Tuned, is this true?

Yes, it's true. The automatic card reader used in games like Initial D use a different type of card then the VF4 type, and are not compatible with each other.

Which is something that really gets me. Sega standardized the mobo, cartridge, I/O, video and PSU. Why make different card devices and media for each game?? :smt013 :smt011
