Grant's right, you do need to check your voltage at the Naomis mobo input - but if you want to try for a quick fix, just turn up your +5v so that it reads 5.13 on your meter. then, if it freezes still, it's more likely your I/O that's the problem.
At the mobo connector, the pins are +12v (Red), +5v (Yellow), +3.3v (Brown), and Grounds are white. (no pic so I don't make a sloppy error this time. i'm smart I swear, lol)
Just saw that Grant already told you the colors, lol. I'm 2 for 2 now.

I just did a test with capcom I/O on and NAOMI hooked up. Without a Rom board it worked occasionally. With board it got it working when voltage was at 4,90.
I put the sticks of the meter on the jamma harnass backside...
The max I got at the PSU was 4.9 or some higher. After a minute power on or so, the voltage eventually got 5,05 or so. Virtua Tennis booted and I could play 1 game. Second game the voltage ran to 4.8 at a cutscene with more 3D graphics and the screen was dead.
My PSU is at the highest possible voltage. I only can get it lower...

i bet you get a much higher voltage at the supply output plug,if this is the case you can double up the ground and +5 wires-this will counter act the voltage loss across the cables
