Naomi STD RES display issue

I just got a Naomi, I am relatively new to the scene for Naomi and arcade in general.
I have a Sega New Astro City cab, currently run a CPS2 game with no issues at all, have also run a CPS1 game.
I set up my Naomi with Capcom I/O and the game boots up, I have sound, but at the white "Naomi" screen there is a clear shift in the middle of the screen where the picture is zig-zagged for lack of a better term.
Then at the screen with the red writing all is fine.
Then when the game, Capcom vs SNK in this case starts up the same zig zag in the middle of the screen is very intrusive.
I'll try and post pics tomorrow btw, other than the problem itself are there any other pics that would be relevant?
Any ideas on common sources for a problem like this? Looking over the FAQ all I can think of is a voltage issue, the FAQ states +5.1v. When I was setting up my CPS2 I made some adjustments to get it to +4.99volts with the game on...and it was +5.22volts with no load.
Is this issue I am describing possibly caused by the voltage? if so, should it be adjusted to +5.1 volts with or without load?
The first DIP switch is on for STD Res btw. I have not really played with much else yet since I am new to the Naomi. Any help would be appreciated!
