How do I create custom characters in VFevo?

What do I need... a card reader, I guess? I have the US version of VF Evolution, and never bothered looking into it... do they even have cards/card readers for this game? Were the costumes for only the JPN/home consoles?

VF Evo does have customizable costumes, but I think the card reader is necessary. I don't think there is a way around this.

I guess my real question is, where do I buy that, and where do I get the cards?
