Capcom vs SNK 2 ERROR "JAMMA I/O BOARD NOT FOUND"

Hey guys,
newb here. Just got my first Naomi setup. Complete with GD-ROM.
Anyway, I'm trying to test this stuff out to see if it works. So far, so good, I can get Capcom vs SNK 2 loaded onto the DIMM and it attempts to boot, but it always stalls after it a certain point, showing the following error:
ERROR.
JAMMA I/O BOARD NOT FOUND.
I currently have it hooked up to a computer monitor via VGA, powered off a converted PC power supply that was also being used to power it in a cabinet by the previous owner. He was using a SEGA I/O to use it on a JAMMA cabinet. I tried plugging in the SEGA I/O, and it still shows that error. The SEGA I/O is being powered by a 6-pin harness running to the power supply. I have a USB cable running from the Naomi mainboard to the SEGA I/O.
What am I missing here? I'm not trying to play it, just trying to get it to the title screen and ensure everything works. At this point, I am sure everything works, save for maybe the I/O converter, but I'd love to see it actually run the attract/demo mode.
Any ideas?
If it helps, all four of the dipswitches are set to OFF.
