Weirdo 5v issue on naomi system

Ok, so I had this world series baseball 99 naomi cab that I haven't done anything with for ages....so long story short I decided to put my atomiswave in the cab as well...
rewired the cab to accomodate this and all the wiring is good as I just finished re-checking it all for the third time....
so what about the weird 5v thing? I'm getting there, I promise....
so everything comes on as it should and the atomiswave fan kicks on, marquee comes on, monitor powers up, etc, etc. but I get no sound and no pic....so.....
do a bunch of poking around and checking and re-checking and here is my issue...I'm not getting any 5v off the naomi power supply 5v lines. Which seems very weird to me since the naomi works fine(it's running right now-well, the controls aren't working but baseball ran off a different type of control panel which I've replaced with a standard one, and I believe I have not changed the setting in service mode so I'm presuming that's all there is to that)...
so I have another naomi power supply(2 actually) and I test them both and they both give a reading off the 5v line....but this baseball one doesn't.
So, ok, bad power supply; I can live with that....but here is my ultimate question since you fellas know more about naomis than me...
Can the naomi really function perfectly with no 5v whatsoever? that just seems weird to me...And if it can't function without the 5v then what could possibly be causing me to get no reading off it?
someone can shed some light on this for me please?
