Newbie Namco Error message trouble :)

Hi guys;
I haven't messed with Naomi stuff much, but I just got a Naomi 1 system with GD Rom, with Sports Jam installed.
At the same time, I also got Capcom Vs. SNK 2, and switched out the gd disc and the security chip... if I power on, the game goes through the load and everything, then comes to this error message:
Error.
Jamma I/O Board (s) don't have enough switches or functions.
The Sports Jam is only a 2 button game, and I plan on adding the other buttons to the control panel... but I thought the game would boot without the other buttons connected. How does it even know the buttons aren't connected, or is there something else going on?
I have the smaller i/o board, the one that doesn't have the metal cover on it. The sports Jam works fine when it's installed.
