Is there a way to stretch and shift the picture like you can with a normal PC monitor.

Find the monitor controls. Have you checked for it under the control panel?

nice one... the vertical shit seems faulty, when you turn it at one point it shifts full top, then alternatively full bottom... does this sound like the switch?

sounds like a bad pot or bad connection
