Yes that is 8bit output, for lamps etc.
Only fitted on the NOA-60022 Japan looms (as found in offical net and new net cabs).
It is used for flashing start buttons and other things.

But I'm not sure to see exactly what type of stuff you can connect to the harness.

Some games flash either lights from inside certain buttons or external lights such as spinning lights and such. (Like pinball games)

Truth is it isn't needed its an option harness.. just ignore it.
