There was a fault on some versions of the Sega Jamma I/O, which involved breaking a couple of traces on the PCB.
I for the life of me can not find the documentation on it.

You have to have a coin meter hooked up, and the it must use resistor (Craig like on the I/O boards on the Naomi, I think they have a 100ohm resistor)

well is there a way i can mod the IO for it to accept coins directly without the coin meter?

It's a good idea to look at the universal wiring diagram. I think there is a specific way to connect it since it uses a diode(+,-). I haven't needed to hook one up, so I'm not 100% sure (my cabs already have hookup).
If all else fails, try one way. If it doesn't work, try the other way. There's no harm in trying.
