Naomi 1 with any Japanese bios (also work on US bios but Ikaruga is dumbed down for US)
The rest (gd-rom player, dimm board, i/o, cabling, etc.) of the setup depends if you're using it with a JVS or JAMMA wired cabinet

So, a Naomi1 with a GD-ROM setup.
Check the FAQ section for details on what you will exactly need:

Don't hesitate to ask more questions if it all seems a bit too daunting.. :smt004

Best place for most of this stuff is right here on the boards (Market section.)
To play VF4: Final Tuned, you'll need a Naomi 2, GD-Rom unit, and your Dimm board must be at least version 3.17.
The Bios compatibility charts are available at
www.sega-naomi.com (not the forum section, but the main website), under "Bios List."
Hope this helps.

If you wanna check the version of your dimm board just run the dimm board test in the system test menu. It's right above the game test mode option. Also to run ikaruga you need a copy of the game, which I think is the hardest part :smt022
