Capcom I/O Board 2nd player down not working

ok so this is the first time this ever happen to me but my converter seems to not make my 2nd player down work. i tried from the jamma connection and it just wont register! all the buttons work and the other stuff but its just this.....any ideas?

yea its to the right.

we just walked in the arcade one day, turned on the machine and the 2nd player down did not work, it worked the day before and no one is messing with the board since its inside locked up in the cab.

the audio, video and all other controls work perfectly its just this...

we got a wire and a micro switch connected to a ground and made it contact straight from the jamma but still wont respond, we tried a different cab and its the same, different cart still the same...

its CVS2 all properly wired with a sega PSU so i know its getting power properly
