I think you need the Capcom I/O and just one cart. The Capcom I/O supports 4 player mode with a change of an onboard switch. When switched to 4 players, the I/O pinout on the kick harness area changes. Then change cabinet style to 4 player in the Naomi Bios.
Wrestlemania uses 2 Naomi I/O plugged in serial (one to another).

As it goes I recall once that I switched the switch in question on the Cap I/O & it doubled the picture up.

Yes, there are 2 switches near each other. One is for 2/4 player, the other one is for monitor signal type.
