You can not clone a Naomi Cart.

Each cart has a FPGA / CPLD and custom Sega ASIC, that are on charge of the decription of the game.

There are some Sega Flash carts, for developpement with a programable FPGA and a sepecial ZIF (Zero Insertion Force) Socket for attach different Sega ASICS, but you still need the ASIC for each game.
