Can I hook up the steering wheel and etc to a Sega I/O V2? (the black one)

You could, but Initial D games do not work on the Jamma Sega I/Os.

Cool ty. Also I was wondering if it was possible to hack up a USB wheel like

The only way to do that is to hack directly into the controls. You cannot connect a USB device to the I/O. Although the connectors used are the same, the connector on the I/O is JVS, not USB.
Hacking controls for driving games requires the wheel and pedals to use analog (potentiometers) controls, and take into account that Sega uses 5k pots (i believe) for steering and pedals.
Force Feedback is a different story; no go with a Logitech Wheel like the G27. Force Feedback on a Sega driver is accomplished through specific PCB's (in case of ID1,2,3 a Midi Motor Drive board) that is connected to the Naomi mobo.

Ah ty. I guess it would be cheaper to just get a cabinet..oddly enough lol
