Maybe dev hardware? The screw-down QFP (I think) socket could be used to switch out that "Sega FRI" chip easily.

I've never seen dev hardware for Naomi, which is why I'm curious on this. Anyone know more about this either way?

That isn't a fake it an orginal board

Sega flash dev cart, it's either a prototype or a location test version.

F355 Challenge 1 and 2 came on those carts and a few others did too.

Intel flash roms, also it has a sega actel security chip.

Also i know the seller, Jay(Ringoc)

Sega is at the bottom of his garden (literally) in IL,Chicago. So he has all sorts of rare stuff from the skips.
