Is this what I need?

That looks a lot like the connector I already have...

yeah, that's what I was saying, think you already have that. BUT I think we need to focus on your goals here. Are you looking to play a particular game or system or EVERY game/system?
Your basic choices are JVS (Naomi) or Jamma (CPS2 etc).
ok.... your "Cab Wires" are US connectors off of the Sega IO, you need JP ones in order to put your Blast City CP in.
Your blast city CP seems to have JP connectors for buttons 1-3 plus a CPS2 kick harness for buttons 4, 5, 6 (trace the wires visually to verify).
Your choices here are to either replace the CPS2 kick harness for wires into the Sega IO (see the Sega IO pinout for this) or splice the wires for buttons 4, 5, 6 to both CPS2 and JVS if you can/will be playing Jamma games as well as JVS...
I don't think you've posted pics of what your game boards plug into on this cab, I think I was assuming JVS, but you mention you have a Jamma IO I've never seen one, but this might be the board that takes JVS and converts to Jamma, which is rare and cool if you have it, please post pics to clarify.
Hope that helps and I'm not talking in circles here.

I want it to be a Naomi cab that can play most Naomi games. That is why I chose this control panel since I thought it would be compatible with the widest selection of games.

That is correct.

I think I misunderstood about the JVS i/o having wires in place for the 4-6 buttons. I think I assume it was like Jamma and that it did not but now that I read the pinout it makes more sense. All I really need are a set of the plugs that I can rewire without cutting up the wiring already in the cab... where can I get the American plugs/pins?
ok, so your Jamma IO is not the JVS to Jamma converter I thought it might be, it is simply another IO. Since your cab is currently JVS and your goal is Naomi, this is not needed.
What you need is either a JP connector loom for the Sega JVS IO you have, or US plugs for your CP.
I have never seen US plugs for sale, so either you'll have better luck or you can buy the JP connector loom, like this one and swap it out.

I know that Sega Shed had some as well, it's where I got mine when I did the same thing.

Now we really are going in circles... I already bought that wire loom^^^ and it turns out to be a foot long. Way too short to convert my good 6-8 foot long American one.
if its to short wy then dont you just expend the power of the jvs only 4 wires en put the jvs next to the panel or am i just wrong here?
Two reasons...
I would have to move a lot more then 2 wires....
http://bin.orbackbone.com/bin/naomi/IMG_0373.jpg
And the cables are already laid out perfectly in the cab. To move around all these wires just to fit a board in some obscure part would mean rewiring the entire cab.... not something I really want to do with the cab being all original and nice and neat on the inside.
