NO. It needs to be taken off the board ASAP. (As Soon As Possible) Disassemble it and fire up the soldering iron to remove it.
I didn't get a chance to pin that out last night. Should have time tonight. I had 4 parts orders and 3 boxes of repaired boards to ship out. Tonight i have 2 orders and 3 boxes of repaired boards to ship.

Ok so i got the IC29 off the board, the minus pin broke in the hole, but nothing to worry about. If i cant get it out i can always solder the new one to the bottom side of the board. So i need a new "IC29", what are they called? I need to order some very thin wire as well...
But i can't get that damn 8pin socket off. I've tried solder suck wire and a "solder sucker", thats what its called in Danish anyway, it looks kinda like a pen. I get the top part off just fine, and there is very little left between the pin and the hole. But just enough to hold it in place. Can you give me some advice?

I use an orange based cleaner (Formula 409 Orange) followed by an alcohol rinse.
You didn't need to remove IC29! Just the 8 pin EEPROM. Sounds like your iron isn't quite hot enough to desolder that pin. I use a Pace desoldering station and have it set to 700 degrees. Makes quick work of removing that solder without overheating the chips.

The EEPROM chip connects to the Altera chip as follows:
Pin 1 - Pin 12
Pin 2 - Pin 1
Pin 3 - Pin 37
Pin 4 - Pin 4
Pin 5 - Ground
Pin 6 - N/C (no connection)
Pin 7 - +5v
Pin 8 - +5v
Pay particular attention to pin 3/4 as they have a short trace to a plate thru where they move to the bottom of the board. Thoese plate thrus will get eaten.

Well... i guess i can always solder it back on.
I found a desoldering guide today that involves using the desoldering pump and wire. I will try that tomorrow.
here are my two cents :
plug the machine with the cart without anything more plugged (io board), attach the sound output to some speakers and the vga out also, plug the machine and wait atleast 1 minutes cause sometimes naomi takes some time to start (i know its not 1 minute but after that you can be sure isnt working)
ok so here comes the important thing
if you dont listen the music of the bios booting, you can be sure the board is fucked, you can not be sure if your screen is ok or not, but you can be sure sound will allways output.
About the eprom error ppl told you : if the eprom is fucked, the machine starts and shows an error : "mainborad malfuncion"
so this is not your problem, your problem could be the cart is fucked or so cause the machine wont start without a cart
