I don't know the "exact" specs, as you will need to find a schematic, and/or look up the tube part # to determine the heater voltage, normall there is a large resister on the neck board that is used to provided power to the heater.
if your not familier with servicing monitors, I recommend having someone look at, if you have a picture, and its not makeing any 'crackling' sounds, or the after being on doing eractic things, I doubt its the FBT.
I have never worked on a Sanwa 29E31S before, so I am not sure exactly where to look, or what to test.
